On a 90 degree city street corner… cams looking straight down the streets ( going against all rules of PIR motion detection) What are they looking for?

I wonder how you access the videos? I’m pretty sure they still record without a Wi-Fi connection.
Perhaps someone parks underneath it and then creates a Wi-Fi hotspot with their phone then are able to view the footage…
They appear to be solocams. Is this legal in the US (I assume)?
Well that’s not legal to have mounted on that pole. If someone reported it they’d be taken down.

I don’t know? You’ll have to catch the guy that comes to wipe down the camera lens and ask him. 
Odd thing about that street pole is… It’s made out of four pieces of 2x4s sandwiched together.
